Quick Note on Kareem Rush
As you've no doubt read by now, Kareem Rush has a torn ACL. A hat tip to citizen ClipperTheorist for posting that news.
I can't find questions specific to this situation in the Salary Cap FAQ, but I'm pretty sure I have this right.
KRush gets paid. The Clippers will pay his full season salary, despite the fact that his contract was unguaranteed. When a player under contract is injured playing basketball, his contract immediately becomes fully guaranteed until he is healed, or until the end of the season, whichever comes first.
He can however be waived to free up a roster spot. It's irrelevant to Rush - he's out for the season, and on a one-year deal, so whether the Clippers waive him or keep him doesn't matter, financially or from a basketball standpoint.
For a reference, last summer the Heat signed Jason Richards, Stephen Curry's teammate at Davidson, and Richards got injured in pre-season. The Heat waived him before the season started, but were on the hook for his full first year salary.

At least we can say he will be financially stable for the remainder of the year.
Or, the Clippers can keep him and use his salary as trade ballast
The Magic did the same thing with Mike Wilks, who blew out his knee in a preseason game last year, and sent his contract to Memphis in the deal that netted them Rafer Alston.
Unless there’s a pressing need to sign a free agent immediately, it might just make more sense for the Clippers to hang onto Rush’s deal for the same purpose.

Although Clippers have lots of trade pieces already. So yes, in general, they’ll hang onto him until they need the roster spot. With Gordon due back in a couple games, there’s no hurry (I first wrote there’s no rush, ooops), although for now they’ll be thin at the two.

Sucks about Rush and just when he was starting to Gel with the team. Our guys have to start stretching better or we have to hire someone to stretch them,

Who picks up the medical bill?
It sounds like it will be a lengthy recovery period. Considering he barely made our roster to begin with I suspect its unlikely he’ll make a team next year (at least before it starts) coming off such a serious injury.
I hope he gets the best medical care and rehabilitation available and comes back but given his age (29) there’s a good chance he never makes it back to the NBA.

if MILPH mentioned it, but Brian Seaman said during the radio telecast that Rush had taken a cab immediately after the sunday game to the airport to take care of personal matters. He also was not at the shootaround on monday and had just arrive tuesday morning. I don’t think the travel would have been a cause but maybe he had his mind on personal matter.

Let’s say it take 2 years for Kareem to recover from his injury, does the NBA, TEAM or Kareem have to cover year 2 sugery, rehab, recovery cost?

It's my understanding...
That the original team handles the medical bills. As significant a factor as injuries are, I’m fairly certain that the CBA covers the players pretty well in these cases. Whether it’s the team, or insurance, I seriously doubt that individual players get stuck with medical bills as a direct result of playing in the NBA.
Chronic stuff – physical therapy years later, that sort of thing – is probably a little trickier.

Re: Lengthy recovery process for KRush...
Standard for ACL is now about 6 months – very clear protocols (flexation, extension, strentgh etc) that would end with full contact scrimmage etc at the 6 month mark. The issue will be; was there other damage to the knee – dislocated knee cap, etc.
I’m having mine done in January. So Rush could be back to BBall by May/June.
