The Rise of the Trade Exemption

Is it just me, or is this year's off season marked by tons of trade exemptions? I suppose it makes sense for teams to salvage something for what they're about to lose, but has it always been like this? Furthermore, if anyone knows, could they exactly just use "trade exemptions" for any trade that is one sided financially (contracts)? I'm not truly understanding of all this needless to say, but even while the exemption is only 1 year in length, it seems at this point that any team can dump big contracts pretty much at any team regardless without taking much of anything back in return except draft picks...  I am probably wrong in my understanding, so more clarification the better please.
